Accounting for missing persons after war

Kathryne Bomberger, Director General of ICMP will talk on the experiences of the International Commission on Missing Persons (ICMP). This lecture will explore the complexities of international engagement in assisting countries to account for missing persons following armed conflict and human rights abuses.  It will detail the challenges of building credible and accountable law-based infrastructures that can respond to the needs of justice; the intricacies of meeting the needs of civil society and public perception of the process; and the difficulties in mounting a responsive and transparent scientific process to account for missing persons. It will also explore the critical need for coordination between international organizations and NGOs, highlighting the harm that can result from an uncoordinated response. Taking into account that there are no short term solutions and that “rapid responses” must make provisions for long-term, sustainable approaches, the lecture will also ask whether such assistance can help prevent future conflicts. Case studies, including countries in the Western Balkans, MENA and Latin America will be explored.
